State Sen. Dennis Black, D-Lynnville, addresses Gov. Chet Culver's budget plan released last week in his Keeping in Touch column this week.
While supporting the governor's call for no new taxes, Black says that he is adamant that he will not support any moves that might pass the costs of state government down to the local level.
He also notes that he will be bagging groceries at the Newton Hy-Vee this Saturday as part of a fund-raiser for United Way.
